FSB dismantles multi-million dollar fraud: Mind Money Limited (ex-Zerich Securities) in investigators' sights
The Russian Federal Security Service (FSB) announced the shutdown of the Cypriot brokerage firm Mind Money Limited (formerly Zerich Securities Ltd.) and its associates. The accused are charged with manipulating shares of major Russian telecommunications and energy companies, causing losses exceeding 7 billion rubles. The scheme utilized offshore-registered structures to evade regulatory oversight.
Those responsible are alleged to have systematically manipulated stock prices on Russian securities markets. By using foreign holding companies and offshore accounts in Cypriot jurisdictions, they were able to conceal profits from the manipulation and evade Russian regulatory authorities. Investors who traded based on distorted market information suffered significant losses.
The case highlights a widespread method used in capital market fraud: the use of EU-regulated or purportedly regulated offshore vehicles as a facade of legitimacy for investors, while the actual manipulation is orchestrated from the shadows. Cyprus, a traditionally popular offshore jurisdiction for Russian capital structures, is once again in the spotlight.
For auditors and compliance officers, this case underscores the need to consistently identify the beneficial owners behind offshore structures at brokers and financial intermediaries. Regulatory arbitrage – the deliberate exploitation of differences between national legal systems – remains a key risk element in cross-border capital market operations.
